When Brisbane families type "NDIS price guide 2026" into a search bar, they usually want one thing: a fair hourly rate they can check against a service agreement. The official rates file is not titled a price guide. It is the NDIS Pricing Schedule 2026-27, and it has been in effect since 1 July 2026. The figures in it are recommended maximum prices, not a quote from Horizons, and not a promise that a plan will pay that amount. This page is for self-managed and plan-managed families. We are a non-registered Brisbane provider. We do not support NDIA-managed funding.
Why it is called a pricing schedule now
Families still say "price guide" or "PAPL" because that is what the file used to be called. Through 2025-26 the NDIA published NDIS Pricing Arrangements and Price Limits. That 2025-26 file is still on the official hub. There is no Pricing Arrangements and Price Limits for 2026-27.
For current rates, the live hub is Pricing arrangements. The rates file is the National Disability Insurance Scheme Pricing Schedule 2026-27, effective 1 July 2026. The latest listed version is 1.2, dated 22 July 2026.
The hub says the schedule sets out "appropriate and reasonable maximum prices for all NDIS supports," that providers can use it "to inform your prices from 1 July 2026," and that participants must agree to service-agreement changes before they are made. Are the numbers a quote, or a ceiling?
A recommended maximum is a ceiling, not a quote. The 2025-26 arrangements file, still the published rules document, says the NDIA does not set the prices that providers charge participants. Each provider must agree the price for each support with each participant, subject to those limits. Providers should not indicate that the prices they charge are set by the NDIA.
We will not do that here. A line in the schedule is not "the NDIS price," and it is not what Horizons charges until it is in your service agreement. Making the most of your NDIS budget does not publish a fixed dollar figure as if it were a quote, because pricing and rules can change.
Some items in the 2026-27 schedule are marked quotable instead of a dollar amount. The household and self-care items we already publish on this site have dollar maxima. Brisbane sits in the national column, not remote or very remote. A provider still has to name the support item, the unit, and the agreed rate.
Plan-managed vs self-managed: two different rules
This is the part a lot of price-guide articles smash together, and it matters for a non-registered Brisbane provider.
The 2025-26 arrangements file says plan managers must adhere to those arrangements, including ensuring that the prices charged by providers do not exceed the price limits. That rule applies whether the provider is registered or unregistered. If your funding is plan-managed, the current schedule ceilings are the limits your plan manager has to work within.
The same file says self-managing participants can use registered or unregistered providers and are not subject to those price limits or other pricing arrangements. That is the NDIA's published rule for self-management, not a Horizons loophole.
Separately, Horizons still promises never to charge above official NDIS pricing. That is our provider promise, not a legal cap on every self-managed invoice in Australia. Check the plan if you are not sure which management type you have. Horizons cannot support NDIA-managed funding. Non-registered vs registered is the closer read on who can use us.
Where the dollar figures live on this site
We are not recopying rate tables on this page. Two live resources already publish the official 2026-27 national ceilings with support item numbers, and they say those figures are ceilings, not a quote from Horizons.

1 October 2026 is not a price change
Some families are holding two dates at once: 1 July and 1 October. Only one of those is a pricing-schedule date.
1 July 2026 is the effective date on the Pricing Schedule 2026-27 cover, on the hub, on the pricing updates page, and in the Annual Pricing Review news. Providers may use the schedule to inform prices from that day. Participants still must agree any change to an existing service agreement.
1 October 2026 does not appear as an effective date in the Pricing Schedule 2026-27, the pricing-arrangements hub, or the pricing-updates page as we checked them on 1 September 2026. On this site, NDIS registration in 2026 treats 1 October as the SIL registration-application deadline. That is Commission and NDIA registration for Supported Independent Living providers, not a new set of hourly ceilings. Horizons does not provide SIL. We will not invent a 1 October price change.
Who Horizons is, and who we are not
Horizons Support Network is a family-run, Brisbane-based team. We keep the same named workers where we can, we listen first, and we shape support around the life someone actually lives. We are a non-registered NDIS provider for self-managed and plan-managed participants only.
We do provide daily personal activities, independent living skills, social and community participation, and planned Short Term Respite when it matches the funded plan and service agreement.
We do not provide Support Coordination, plan management, Supported Independent Living (SIL), clinical care, high-intensity supports, emergency care, or support for NDIA-managed participants. We cannot decide what the NDIA will fund.

Horizons is a non-registered Brisbane provider for self-managed and plan-managed participants only, and we still promise never to charge above official NDIS pricing.
