These answers are written for families, participants and support participants who want a clear starting point before making an enquiry. For official rules, always check the NDIS and NDIS Quality and Safeguards Commission websites.

Is Horizons Support Network a registered NDIS provider?

No. Horizons Support Network is a non-registered NDIS provider, supporting self-managed and plan-managed NDIS participants across Brisbane.

That means HSN does not claim payments directly through the NDIA portal. Instead, invoices are paid by the participant, nominee or plan manager, depending on how the plan is managed.

For self-managed and plan-managed participants, using a non-registered provider can be completely normal. The key is that the support matches the plan, is agreed clearly, and the participant has the right funding arrangement.

What is the difference between self-managed, plan-managed and NDIA-managed?

The difference is how the bills are paid and how much provider choice you have. Self-managed and plan-managed participants can generally use non-registered providers, while NDIA-managed participants usually need registered providers.

Self-managed means the participant or nominee manages the payments and records. Plan-managed means a plan manager handles provider invoices and payment admin. NDIA-managed means the NDIA manages payment through its systems.

The practical question for HSN is simple: if your plan is self-managed or plan-managed, we may be able to support you. If your funding is NDIA-managed, HSN is not the right fit.

Can a non-registered provider support me?

Yes, if your NDIS funding is self-managed or plan-managed and the support is reasonable, necessary and within your plan. Horizons can support self-managed and plan-managed participants, but not NDIA-managed participants.

Non-registered does not mean informal or outside the NDIS. It means the provider has not gone through NDIS Commission provider registration, so the participant needs the right plan-management type to use them.

What does Daily Personal Activities, Independent Living Skills, and Social & Community Participation actually include?

They are practical, everyday supports. Horizons focuses on personal care routines, life skills like cooking and transport confidence, and getting out into the community in ways that match the person's goals.

Daily Personal Activities can include respectful help with morning and evening routines, dressing, grooming and personal care at the participant's pace.

Independent Living Skills can include cooking, shopping, budgeting, household routines, transport confidence and planning the week.

Social & Community Participation can include getting out to parks, cafes, volunteering, hobbies, sport, events and local activities across Brisbane.

How much does a Horizons support worker cost?

Costs are discussed before support starts and are kept in line with the NDIS Pricing Arrangements. We do not publish fixed dollar figures here because NDIS pricing and rules can change.

The exact cost can depend on the type of support, time of day, day of week, travel and what your plan can fund. We keep the conversation practical and confirm the agreed arrangement before support begins.

Horizons supports people across Brisbane. Our suburb pages are local guides, not a boundary around where we can help.

What does Horizons not do?

Horizons does not provide Supported Independent Living, support coordination, clinical therapy, high-intensity supports or emergency care. We provide three support-worker services only.

We are support workers, not therapists, plan managers or support coordinators. We do not provide Supported Independent Living, specialist behaviour support, clinical therapy, high-intensity daily personal activities or crisis response.

If you need one of those supports, we will say so clearly rather than trying to stretch our service into something it is not.
